Zelenskyy: Battles in eastern Donetsk 'hellish'

Russian forces destroyed the critical infrastructure in the southern city of Kherson before fleeing, Ukrainian President Volodymyr Zelenskyy has said, adding that local authorities were starting to stabilise the city.

Zelenskyy: Battles in eastern Donetsk 'hellish'

Russian forces destroyed the critical infrastructure in the southern city of Kherson before fleeing, Ukrainian President Volodymyr Zelenskyy has said, adding that local authorities were starting to stabilise the city.

“Before fleeing from Kherson, the occupiers destroyed all the critical infrastructure: communications, water, heat, electricity,” Zelenskyy said in a video address.

“Police have launched stabilisation measures. Stabilisation measures are also underway in Kherson,” he said, noting that almost 2,000 mines, trip-wires and unexploded shells had been dealt with so far.

But pro-Moscow forces are putting up a much stiffer fight elsewhere and Zelenskyy said the battles in the eastern Donetsk region were “hellish.”

Moscow starts Kherson pullout

Moscow has begun retreating from Ukraine's southern city of Kherson as Kiev said it had recaptured a dozen villages in the strategic Black Sea region.

Ukrainian officials have remained wary since Moscow first signalled late Wednesday that it was pulling forces from the west bank of the Dnipro river in Kherson, in what would be major Russian setback in a region Vladimir Putin claimed to have annexed.

Ukraine retakes 12 villages in Kherson

Ukraine said its forces had reclaimed a dozen towns and villages in the southern Kherson region after Russian forces announced they were pulling back troops from the strategic territory. 

Ukrainian Commander-in-Chief Valeriy Zaluzhny said that in the last day Kiev's forces had recaptured six settlements after fighting near the Petropavlivka-Novoraisk front.

He added that another six were taken in the Pervomaiske-Kherson direction and that his forces had captured more than 200 square kilometres from Russian forces in total in that time. 

Russian retreat from Kherson would be another Ukraine victory: NATO chief

NATO chief Jens Stoltenberg said he was waiting to see how Russia's withdrawal from Kherson played out, but if confirmed, it would be “another victory for Ukraine“. 

“We have to see how the situation on the ground develops in the coming days. But what is clear is that Russia is under heavy pressure and if they leave Kherson, it would be another victory for Ukraine,” he said after talks with Italian Prime Minister Giorgia Meloni in Rome

Biden told reporters it was interesting that Russia had waited until after the US congressional election to announce the withdrawal. “It's evidence of the fact that they have some real problems with the Russian military,” he said

The agreement comes as Ukrainian leaders press for more weapons and aid to take advantage of a counteroffensive that is pushing Russian forces out of some areas they had taken over earlier in the conflict. And it relieves concerns within the US military — particularly the Army and the Marine Corps — who are worried that persistent transfers of the Pentagon's howitzer ammunition to Ukraine are eating into their stockpiles.

Other defence officials confirmed the broad outlines of the contract and said it would help with stockpile pressures, specifically involving the howitzer ammunition, which Ukrainian forces have been using at a high rate. 

South Korea's Defence Ministry in a statement acknowledged ongoing talks over exporting an unspecified number of 155-millimetre artillery shells to shore up diminishing US inventories. However, the ministry said the negotiations were proceeding under the presumption that the US would be the “end user” of those rounds and that Seoul maintains its principle of providing only non-lethal support to Ukraine

Last week in a defence official briefing reporters said Ukraine was burning through as many as 7,000 rounds of ammunition a day, while Russia was firing as much as 20,000 rounds daily

The officials spoke on condition of anonymity because details of the deal had not been made public

Non-lethal supplies

Until now, South Korea had previously limited its support for Ukraine to non-lethal equipment and supplies. In April, Ukrainian President Volodymyr Zelenskyy pressed South Korea to provide lethal arms after Russia’s attack on Mariupol. 

Seoul's Defence Ministry confirmed at the time that it had rejected the Ukrainian request for anti-aircraft weapons

In a statement, Army Lieutenant Colonel Marty Meiners, Pentagon spokesperson, said the US government has been in discussions to buy ammunition from South Korea's non-government defence industrial base. The ammunition would not come from South Korean military stocks. He declined to provide details

Meiners said any potential sales always take into account the South Korean military's readiness and requirements and “will not detract from our defensive posture or readiness to respond against regional threats.” He added that South Korea's defence industry regularly sells military equipment and weapons systems to allies and partners, including the US
